- HOYO lends money and/or works with individuals or families
who are working with an area agency or some other social
service agency.
- HOYO works with individuals with developmental disabilities
(or families with a child with developmental disability).
- The individual or family must be low- or moderate-income
to be eligible.
- Help an individual or family with low-
and moderate-incomes (PDF) (per
standards set by the Department of Housing and Urban
Development).
- Have a long-term benefit to others with low- and moderate-incomes.
- Have a demonstrated source of income to repay the loan
to the Loan Fund.
- Have community support, i.e., a connection to a local
group or individual.
- Attract other resources to the purchase.

Typically, the potential homeowner’s support team
meets first with HOYO staff. The support team is made
up of people who surround and support the potential homeowner
in daily life such as care providers, area agency staff,
family, friends and neighbors.
